The project was implemented over the period from March 8, 2016 to December 31, 2016. The purposes of the project consists of the summary analysis of general waste clearance strategies and the state of implementation, the drafting of improvement measures, and the review of relevant general waste clearance laws and administrative regulations. As the result, the achievements of the project includes the following: (1) The possible causes of anomalous changes (e.g. resources, kitchen waste) have been submitted to the EPA as a reference for subsequent administrative measures in order to address the changes in the state of general waste disposal in all counties and cities in the last ten years; (2) The current information in the existing resource recycling industry registry service management system were collected. And, the online registry fields were reviewed. In addition, environmental protection bureaus were required to update the information online and stay updated to the resource flows within the areas of jurisdiction; (3) Assistances were provided for visiting night-soil clearance organizations and processing facilities in order to understand the state of night-soil processing. The compilations of night-soil clearance plan implementation performance in all cities and counties were provided. And, the night-soil clearance management’s status review and response measures as a reference for cities and counties planning night-soil removal channels were updated; (4) The total reported amount of waste edible oil from January to September of 2016 was over 45,000 tons and an average of approximately 3,475 tons of waste edible oil were recycled each month thus far during 2016. This level of recycling is similar to that of 2015, which indicates that there has been good control of waste edible oil flows after implementation of a waste edible oil management policy; (5) A compilation and analysis of waste lubricating oil flows in recent years were made to propose recommendations concerning management; (6) Legal opinions aimed at clarifying doubtful points concerning waste clearance were provided by analyzing the impact of the revision of key points of the Waste Disposal Act on general waste management regulations.
